Both games use the Unity game engine (as does Wasteland 2). However, "powered by PoE technology" more directly means that we're using a lot of additional tech provided by Obsidian Entertainment which it developed for use in its own games. This includes more generic tools like the Obsidian dialog editor (which is excellent and really streamlines writing large conversations), but also includes more Pillars of Eternity-specific stuff like rendering technology (for doing 3D characters on 2D backdrops), pathfinding, data and resource structures and formats, core engine scripts, and other so on.

The games won't play the same (for instance, Torment's combat is turn-based), and there will be plenty of differences under the hood as well, but by using the Pillars of Eternity tech that Obsidian has graciously provided, we can jump into Torment's development without needing to spend as much time writing a lot of critical low-level code, and let the art, design and writing teams focus on developing content without needing to wait for those things to be built (meanwhile, engineering can focus on code for other elements that are unique to our game).
